You can submit your paper by clicking on the "Menu" button on the top right corner of the website. Then click on the "Submit Paper" button.
The "Submit Paper" menu item is only visible when you are logged in a journal's PhDFocus™ website.
Yes, you can submit LaTex. It is recommended that you submit LaTex at the time of camera-ready submission (final submission).
LaTex is recommended to be submitted as a ZIP file containing the LaTex source files and related files including images etc.
